Lily has been an attorney at Oberman & Yazno-Bartle LLC since 1997, concentrating on legal issues of persons with disabilities and their families in the areas of special education, estate planning, guardianship, testing accommodations and domestic relations.  She regularly represents parents and students in administrative and court proceedings.

Prior to joining our firm, Lily was a staff attorney at Legal Aid of Chester County, Inc. in West Chester, Pennsylvania, with a primary practice emphasis on domestic relations, including child custody, uncontested divorce, and child support.  She also gained experience in all phases of protection from abuse cases, landlord-tenant, public benefits, and bankruptcy.  She was born in Colombia, South America, and is fluent in Spanish.

Lily received a B.S. with Honors in Economics in 1989 from Rutgers University, Cook College, and her J.D. in 1992 from Villanova University School of Law, where she was president and co-founder of the Latin American Law Students Association and member of the Public Interest Law Society.

Lily is the President of Pennsylvania’s Education for All Coalition (PEAC), board member of the DELVAL Guardianship Association, a member of the Pennsylvania Bar Association’s Exceptional Children Committee, and a member of the Montgomery County Bar Association. She is an author and frequent lecturer to the Pennsylvania Bar Association, parent disability groups, and private schools in Pennsylvania on issues related to her areas of practice.
