Shannon M. Rafferty
Shannon joined the Law Offices of Caryl Andrea Oberman in March 2010, working as both an advocate and later as an attorney assisting parents and children with disabilities in the special education system. She has received extensive training in special education at classes, seminars, and workshops, and through in-office experience reviewing and drafting documents, analyzing IEPs, and attending client meetings.
Shannon has been active in the disability community for more than 10 years. She was a researcher at Temple University’s Institute on Disabilities, contributing to the Institute’s local and federal policy initiatives protecting the rights of citizens with disabilities. She previously interned with the Philadelphia District Attorney’s Office as an advocate for victims with disabilities in the Family Violence Sexual Assault Unit. She was a Program Manager for Best Buddies Pennsylvania, promoting social inclusion and employment opportunities for over 700 students with and without disabilities, worked at Bournelyf Special Camp in West Chester, PA, and volunteered with the Special Olympics of Centre County, PA. She is fluent in Spanish.
Shannon received her B.A. with Honors in International Politics and Comparative Literature from the Pennsylvania State University in 2007. She received her J.D. (cum laude) in 2011 from the James E. Beasley School of Law at Temple University. Shannon is admitted to practice in Pennsylvania and New Jersey.
